An anti-collusion group is this week considering the newly appointed NIO Defence Minister's offer of a meeting.
An Fhirinne have been campaigning for an inquiry into deaths in which they suspect state involvement.
Speaking at last week's major anti-collusion exhibition at St Mary's University College on the Falls Road, An Fhirinne spokesperson Robert McClenaghan said he would first consult with the families of the victims.
"We are discussing with the other families of the bereaved whether they want us to meet with Shaun Woodward. If they agree then I will be writing to him to ask for a meeting.
"If the meeting happens we will call for inquiries to help the families find out the truth about the murder of their loved ones, in the matter of collusion. For us, British state collusion went right to the heart of the British government."
This latest development comes in light of a recent casual remark made by Shaun Woodward in which he said that he would welcome a meeting with them. Two weeks ago An Fhirinne staged a demonstration outside an Antrim Road PSNI station where the minister was receiving a security briefing. When the Security Minister finally emerged from his briefing the protesters had left.
However, he said he was disappointed not to have met them and urged them to visit him to voice their concerns.
"I was really looking forward to meeting that group of people… I say to them come and see me, I'd like to talk to you. It is important that people here understand I am here to listen," said Mr Woodward.
Robert is not totally convinced that the Minister's unscripted offer was genuine, but believes that collusion should be a priority for him during his tenure in the North.
"If Shaun Woodward is serious and he wants to play a positive role during his time here, then the most immediate issue which he needs to address is collusion between unionist death squads and the British crown forces."
