The PUP in Ballymena is planning to stage a rally in the town next month to protest at the absence of the Union flag at District Policing Partnership meetings.
The parade, which has been organised by PUP representative Billy McCaughey, is due to be held in the Parkmount Crescent area where DPP Chairman, DUP councillor Maurice Mills lives. Mr McCaughey said he wanted to "test" Mr Mills' representation of loyalists in the area.
"In a recent letter to myself Councillor Mills suggested that he had a mandate to represent loyalists," Mr McCaughey said.
"We will test Councillor Mills' assertion. And at the parade and meeting, we will again call upon councillor Mills to take a stand within the DPP for the Union flag".
Mr Mills last night (Friday) declined to comment on the proposed parade.
SDLP representative for Ballymena, and a member of the DPP, Declan O'Loan said: "I absolutely deplore this proposal of a parade to a private development adjacent to a person's own home. Even a person in public life still has some right to privacy. I have had personal experience of this with a loyalist rally which took place outside my own home some years ago.
"I think it is out of order and hope permission is refused by the Parades Commission.
"I have recently written to David Ervine to complain about the type of activity that his local representatives are conducting here".
Mr McCaughey said Mr Mills could not be "permitted to hide behind a code of ethics which does not specifically prohibit the display of the Union flag at DPP meetings".
Mr McCaughey added that the November 10 parade would highlight "political inconsistencies together with the fact that loyalists have a right to be heard".
"It doesn't mean every request should be suited but loyalists should be permitted to have an input," he said.
Mr McCaughey said the issue of the Union flag was due to be raised at the next Ballymena DPP meeting on October 23.
He said that depending on the outcome "the situation will be reviewed".
The Parades Commission is considering Mr McCaughey's proposed parade.
